When creating a new campaign, you will be prompted to set a gift budget (per person) on the Campaign Settings step.

Under the first step of your campaign settings, click the budget drop-down and select a preset amount or enter a custom value for your gift budget.

This will ensure your recipients only see gifts retailing at or below the limit of this budget. However, your recipient won't be able to see any costs associated with the campaign or gifts.
